Zappone “expert” compares seat belts to free needles for illicit drugs like fentanyl

October 8, 2025 // SPOKANE, WA — This past Monday, Zack Zappone, Chair of the Spokane City Council Public Safety & Community Health Committee invited controversial figures Dr. Bob Lutz and opioid “harm reduction” advocate Kayla Cross to present their opinions on the body count in Spokane. Unlike official presenters at the monthly update meeting (the Police and Fire Chiefs), Zappone hand-picked Lutz and Cross to seemingly advise Council. Neither are on any official board, committee or anything that would require their “update.” And yet, they presented a slideshow, fielded questions, and acted not as private guests, but as official “updaters.”

509 area readers will remember Dr. Robert “Bob” Lutz from the Covid era. as he refused to reopen Spokane County. He was removed, then sued Spokane County. Lutz and presumably his wife Amy (they share the same address) have donated nearly $3,000 to liberal candidates over the past years. It is unclear where or whether Lutz is a practicing Medical Doctor.
Kayla Cross owns Bloom Psychiatry. Kayla is not a Psychiatrist nor a Medical Doctor. On her website, Cross states, “There is no judgement on your choices, preferences, or activities outside of helping you define your goals and supporting your pursuit of them.” Cross went to great lengths during her presentation to Spokane Council to share her opinions including she does NOT support:

No, Lutz and Cross did not provide a slide on Sinaloa, however they did say that the best way to mitigate the influence of illegal drugs in our community is to embrace the “harm reduction” and “meet you where you are” approach to criminal drug use.

Zappone’s new approach to crime reduction in Spokane can be likened to “Doordash for drugs.” Or a “concierge to crime.”
The Lisa Brown and Zappone approach is to pay for more “street teams” that cater to drug users, “where they are.” The Lutz and Cross “meet you where you are” approach to illicit drug use doesn’t work. It is nothing more than enabling.
