  • Delete the 1,000 foot protection of children from Parks, Daycare Centers, and Schools

  • Create a 7-Day Free Homeless Camping Permission

  • Expand the Homeless Industrial Complex by mandating housing for the homeless

According to The Spokesman-Review on Nov. 7, 2023,

“Frustrated with the growing issue of visible homelessness and urban blight, Spokane voters have criminalized encampments within 1,000 feet of schools, parks, playgrounds and licensed child care facilities.”

April 17, 2025 - Julie Garcia “Jewels Helping Hands” and Ben Stuckart Successfully Sue Voters to Ban Prop 1

According to reporting KREM on April 17, 2025,

“The Downtown Spokane Partnership (DSP) released a statement in response to the ruling, saying in part, "Regulating private conduct on public property is and has long been well within the powers of the people. We’re disappointed by the court’s ruling, it undermines and disregards the fundamental right of Spokane voters and the local initiative process."

April 21, 2025 - Spokane City Council Denies Voters Opportunity to Enact Prop 1

On April 21, 2025, according to The Spokesman-Review, reporter Emry Dinman wrote,

“The Spokane City Council voted 4-3 Monday to not move forward with reinstating Proposition 1, the overwhelmingly voter-approved anti-homeless camping law that the Washington Supreme Court struck down on Thursday.

Proposition 1, supported by 75% of voters in 2023, banned any camping within 1,000 feet of parks, schools and licensed daycare facilities, making violations a cite-and-release misdemeanor offense. The state Supreme Court’s majority ruling argued the proposition had gone outside the legal bounds for a local initiative, though it did not make a ruling on the merits of the law, leaving it open for the City Council to reinstate the law.”

June 13, 2025 - Spokane Council Members Jonathan Bingle and Michael Cathcart make their case against “Prop None” and articulate why Mayor Brown’s plan to “replace Prop 1” is an absolute myth.
